Spencer, a native of North Carolina, spent nearly 30 years in the military, retiring from the US Army Corps of Engineers as a Colonel. He attended the Citadel and earned a Bachelor of Science Degree in Civil Engineering, and later the University of Missouri at Rolla, where he earned a Master of Science degree in Civil Engineering. After a long accomplished career in the military, Bud found another passion in the game of tennis in which he has dedicated himself to wholeheartedly.

For the past 15 years, Bud has devoted countless hours volunteering and has been involved in every level of USTA. Bud’s passion stems from his love for league tennis and he got his start as Vice President of the Low Country Tennis Association in Charleston, SC. He then moved onto the State League Coordinator position for USTA South Carolina and organized the Senior, Super Senior and Combo Leagues for 7 years. USTA Southern eagerly appointed him as a member of the Adult Leagues Committee and Adult League Championships Subcommittee. His direction and leadership was an essential part in organizing the USTA Southern League Championships which is known as the World’s Largest Tennis Tournament. The National Adult Leagues Committee tapped into USTA Southern’s resource and appointed him on USTA Committee in 2002.
